PDF customized certificate of completion

I need to create a printable landscape PDF certificate of completion, and I am not sure the best approach to take.  The end certificate should look kind of like a diploma (will have fancy image border, some logos...).  The certificate is basically a template with a couple of dymanicly populated areas (like the name).  What is the best way to accomplish this?  Do I create a PDF form template in Acrobat first, then read that in using cfpdf and then try to populate the dynamic areas (if that is even possible).  I tried using cfdocument, which seemed to be the easiest solution, but I cannot get the certificate to take up the whole page - it only seems to take up 1/3 of the page no matter what I do.

 

Running CF8 (DW CS3 though I generally only use it for coding and do not know how to even use the extensions).

 

Thanks for any suggestions or references to tutorials or other threads.
